In reply to para raph 3 of your Despatch No. 31

of the 31st. of last January, Sir F. T. Piggott advises me that section 2 of Ordinance No. 50 of 1911 is necessary in view of the provisions of section 5 of Ordinance No. 31 of 1911, because this Ordinance is not to come into operation until the revision is completed and the New Edition approved by the Council, when it will be put in force by proclamation of the Governor.
